I have the same mud flaps and had the same problem. I riveted them onto my fenders on the inside. This caused them to curve to match the fender giving them a little torsional stiffness. They work great now covering down to an inch off the ground.
We flipped them inside the fender and it solved the problem. Thanks. They work much better than the water bottles, duct-tape and various other methods cyclist use. We’ve got Bike Hugger branded ones on order.
